President

Teresa Carnes

Teresa Carnes is President of Delaware County Community Partnership (DCCP) and a longtime resident of Delaware County. She grew up in Kansas, Oklahoma, graduated from Kansas Public Schools, and holds a Bachelor of Arts degree in Education. She has worked in substance use prevention and community-based programming for more than 15 years.

At DCCP, Teresa leads much of the organization’s grant writing, program development, and grants management efforts. She has helped develop and secure funding for programs addressing substance use prevention, youth development, mental health, recovery support, and other needs affecting rural communities. Her work includes identifying community needs, developing new initiatives, building partnerships, securing funding, and overseeing grant-funded programs from implementation through reporting and evaluation.

Teresa’s work is also deeply personal. In 2021, she lost her daughter, Kaylee, to complications related to addiction. That experience strengthened her commitment to reducing stigma, expanding prevention and recovery resources, and helping families and communities better understand the impact of substance use disorder. She brings both professional expertise and lived experience to her work and is passionate about turning personal loss into meaningful change for others.

Teresa has been married to her husband, Mike Carnes, for 34 years. She is the mother of Kaylee Brewer and Colton Carnes and the proud grandmother of Rowan Poteet and Colt Thompson.
